Discharge of Conditions Reports
A Discharge of Conditions Report is submitted to the Local Planning Authority (LPA) to demonstrate that specific ecological planning conditions have been met in advance of development. These conditions often relate to protected species, habitat mitigation, or Biodiversity Net Gain (BNG) strategies, and may apply at any stage of a project — prior to commencement, during construction, or before occupation.
When is a Discharge of Conditions Report Required?
These reports are typically required when ecological conditions are attached to a planning permission. Common reasons include:
Fulfilling ecology-related planning conditions to enable construction or occupation to legally proceed
Demonstrating completion of required surveys, mitigation, or enhancements
Ensuring compliance with environmental and wildlife legislation, for example during site clearance
Ethos frequently prepares a range of reports to support the discharge of ecological conditions, including:
Landscape and Ecological Management Plans (LEMPs)
Construction Ecological Management Plans (CEMPs)
Ecological Enhancement Plans (EEPs)

What is the purpose of
Discharge of conditions reports?
These plans are tailored to address the specific requirements of the planning conditions and the ecological context of the site.
Review Planning Conditions
We begin with a thorough review of the planning permission to identify all relevant ecological conditions.
Complete Required Surveys and Mitigation
We undertake all necessary habitat and species surveys and implement mitigation measures in line with planning conditions. Where required, we provide an Ecological Clerk of Works (ECoW) to oversee works on site — ensuring compliance during construction, minimising ecological risk, and advising contractors in real time. Protected species licences are secured at this stage if necessary.
Compile and Submit Report
The findings and actions taken are compiled into a detailed report — such as a LEMP, EEP, or CEMP — and submitted to the LPA for review.
What happens next?
Once submitted, the LPA will review the report.
Possible outcomes include:
Approval
If satisfied, the LPA discharges the condition(s) and development can proceed.
Request for Further Information
If additional evidence is required, we assist in supplying the necessary details.
Ongoing Monitoring
Where conditions require long-term oversight, we offer continued ecological monitoring and compliance support.
