Preliminary Ecological Appraisal (PEA)

A Preliminary Ecological Appraisal (PEA) is the first step in assessing the ecological value of a site and identifying any potential constraints to development. It provides a clear baseline of habitats and species present, helping to inform early design decisions and reduce planning risks. PEAs are often requested by Local Planning Authorities (LPAs) to support planning applications.

When is a preliminary ecological appraisal  required?

A PEA is typically required at the start of a project where land is being developed, cleared, or changed in use. It is particularly important when a site may support protected species or valuable habitats. LPAs often require a PEA to identify whether further detailed ecological surveys are necessary.

PEAs are commonly needed for:

Residential, commercial or infrastructure development on greenfield or previously undeveloped sites.

Brownfield and urban redevelopment projects.

Agricultural land change or diversification.

Planning applications in or near designated sites or ecologically sensitive areas.

What is the purpose of a preliminary ecological appraisal?

Identify existing habitats and assess their ecological value.

Flag any potential for protected or notable species to be present.

Recommend further surveys if required.

Provide early advice on avoiding, minimising, or mitigating ecological impacts.

PEAs help reduce delays and unexpected ecological constraints later in the planning process.

Survey process

Our Preliminary Ecological Appraisal includes two main components:

Desk Study

A review of existing data on habitats, species, and designations in and around the site, using records from local environmental records centres and other relevant sources.

UK Habitat Classification Survey

A walkover survey conducted by an experienced ecologist to classify habitats present on-site and identify any signs or suitability for protected species.

Possible Outcomes

Following a PEA, there are several potential outcomes:

No further surveys required

The site is of low ecological value, and development can proceed with minimal risk.

Further surveys recommended

If habitats or signs of protected species are found, we will advise on the need for targeted surveys (e.g. for bats, reptiles, great crested newts).

Early mitigation advice

Where constraints are identified, we offer practical recommendations for avoidance, mitigation, or compensation to inform your design and planning strategy.
